Chlorofluorocarbons (CFC) recovery and source-reduction study. Final report

The study addresses methods to reduce, recycle, and reuse chlorofluorocarbons (CFCs) and halons in Illinois as mandated by Section 9.7 of the Illinois Environmental Protection Act (Illinois Revised Statutes ch. 111 1/2 par. 1009.7). The study identifies the CFC and halon compounds involved; summarizes existing technical, environmental, economic and legal information; describes current uses and quantifies current emissions of CFCs and halons in Illinois. Policy options and implementation costs are developed for reducing usage of these compounds in manufacturing and recovering and recycling those that result from the servicing or disposal of refrigeration and air conditioning systems and equipment. The study report was prepared for submittal to the Governor and General Assembly of Illinois.
