President Clinton has appointed James Lee Witt as the new director of the Federal Emergency Management Agency (FEMA). FEMA has been responsible for disaster planning since 1979, but it has always devoted more than half of its budget to schemes for protecting government officials and agencies in case of nuclear attack. In this article, Witt's plans to reorganize the agency are briefly related. A bill to abolish the agency, proposed by Cong. Pete Stark, a California Democrat, and a bill proposed by Maryland Democrat Sen. Barbara Mikulski to reduce FEMA's political appointees from 34 to 5 are described.
