Observation of Exclusive Two-Body {ital B} Decays to Kaons and Pions

We have studied two-body charmless hadronic decays of {ital B } mesons into the final states {pi}{pi}, {ital K}{pi}, and {ital KK.} Using 3.3{times}10{sup 6} B{ovr B} pairs collected with the CLEO-II detector, we have made the first observation of the decay B{sup 0}{r_arrow}K{sup +}{pi}{sup {minus}}, the sum of B{sup +}{r_arrow}{pi}{sup +}{pi}{sup 0} and B{sup +}{r_arrow}K{sup +}{pi}{sup 0} decays, and see strong evidence for the decay B{sup +}{r_arrow}K{sup 0}{pi}{sup +} (an average over charge-conjugate states is always implied). We place upper limits on branching fractions for the remaining decay modes. {copyright} {ital 1998} {ital The American Physical Society}
