Normalization: time for a US initiative

It is in the US interest to achieve regional stability in Indochina peacefully through negotiations. A more active policy in Indochina would stand a better chance over the long term of blunting the growing Soviet military presence in Vietnam than would the current policy, which permits and even encourages the expansion of Soviet influence in the South China Sea area. The economies of Vietnam, Laos, and Cambodia desperately need development assistance and foreign investment. These conditions could merge with the short-term goal of accounting for troops missing in action and a Vietnamese withdrawal from Cambodia.
