The possibiilty of a nonzero {Tc} superconducting phase transition in a purely two-dimensional system is discussed. We present a parity-invariant model that exhibits perfect diamagnetism and superconductivity due to the fact that the electromagnetic U{sub {ital E}}(1) group is realized in the Kosterlitz-Thouless (KT) mode in the vacuum. The superconducting phase transition is of the KT type, and the transition temperature is calculated through the parameters of the model. The connection with the anyon superconductivity mechanism is discussed.
