Some 35 states and about 80 countries have adopted environmental impact review processes patterned after the National Environmental Policy Act, reports Lorene Sigal of Oak Ridge National Laboratory in Oak Ridge, Tennessee. Just as significantly, she adds, most multilateral organizations and international lending agencies, including the World Bank, have incorporated environmental planning and assessment into their funding activities. In most developing countries, however, environmental assessment usually is limited to large-scale physical projects, such as dams and power plants; it usually does not reach into the policy decision-making process, she explains. Widespread adoption of the NEPA process reflects a [open quotes]concensus that the principles of environmental impact assessment represent a sound way to integrate environmental protection into development planning,[close quotes] Sigal concludes. Use of the process, she adds, [open quotes]has sensitized decision makers to environmental considerations.[close quotes]
