Third-party financing: a primer for the baffled energy professional
Third-party financing for renewable energy systems has made some progress since its proposal in 1980. The concept, which is not a new one, takes advantage of tax incentives to stimulate market growth. The author explains the role of the third party and the various forms it can take. He explains the tax laws concerning credits for investment and business energy investment and accelerated cost recovery depreciation, as well as financial incentives offered by individual states. There is an update on the Public Utility Regulatory Policies Act and an explanation of financial jargon. The book concludes with some simple rules for making a satisfactory arrangement and an example of one that works. A directory of financial sources lists third-party financing organizations by state. 14 references, 13 tables.
