The three basic options for OTEC systems are reviewed. These include a moored plant with a submarine electric transmission cable, a grazing platform for generating power which is then used to manufacture a product on board, and the land-based plant in which sea water is piped in. Four major classes of environmental concerns associated with OTEC deployment are considered: redistribution of oceanic properties, chemical pollution, structural effects, and socio-economic and legal issues.
