The report highlights important natural gas pipeline rate and accounting developments at the Federal Energy Regulatory Commission (FERC) and in the courts during 1984. FERC took actions on pipeline issues involving the cost amortization of abandoned projects, area rate clauses authorizing ceiling prices, rate design, special marketing programs, filing fees, the Gas Research Institute, the Hinshaw exemption from pipeline regulation, and minimum bills. Actions affecting off-system sales involved pipeline purchasing practices, rate of return, take-or-pay provisions, taxes and depreciation, transport for non-owner shippers, uniform accounting systems, unpaid accruals, and the use of estimates. There were a number of court actions on pipeline and Natural Gas Policy Act issues, which the report also summarizes.
