Comparison of the EPRI and Lewis Committee Review of the Reactor Safety Study. [PWR; BWR]

This report compares the Lewis Committee review with those accomplished by EPRI in EPRI 217-2-1, Summary of the AEC Reactor Safety Study (WASH-1400), and EPRI 217-2-3, Critique of the AEC Reactor Safety Study (WASH-1400). The EPRI publications addressed, in greater detail, essentially the same issues as did the Lewis Committee, and there was general agreement on these issues. The two exceptions were the ATWS issue and the relative conservativeness of the WASH-1400 numerical results. This report demonstrates that the WASH-1400 numerical results cannot be significantly optimistic and are most likely quite pessimistic: the maximum optimism is a factor of less than 4; and the most likely result is: the WASH-1400 mean is pessimistic (high) by a factor of 12, and the WASH-1400 error bars (5,95) are too small by a factor of 13.
