The South Florida Study takes a systematic overview of the region's natural and economic resources; describes nature as a necessary partner with man in managing the resources of South Florida; and questions preconceived ideas about what growth trends exist, their underlying causes and what is desirable. The report begins by developing a theoretical basis for examining the factors which contribute to the growth potential of a region. The growth potential, or carrying capacity, of a region is shown to be directly dependent on the availability of resources to the region, both local natural resources and those imported into the region by means of economic exchange. Energy, land, and water are identified as vital resources whose relative availability sets limits on the region's carrying capacity.
