Load management is a winner with no direct path to success

Load management offers opportunities for each utility to specify its own program on the basis of the system's operating characteristics. How a utility defines loads management will determine the success of its actions and the extent of its savings. Among the available approaches, cost/benefit is considered the best way to analyze a load-management program to see how the loads and revenues will be affected. Four basic approaches to load management are direct control, in which the utility uses two-way communications during peak periods to turn specified loads on or off; passive control, which uses customer-installed load-limiting devices; price signals, or special rates to encourage certain use patterns; and customer education to help customers understand the need for a positive, energy-efficient response. Load management tests by several utilities are described.
