Representatives of waste management, public health agencies, and environmental groups testified on the burning of hazardous wastes at sea in response to a public debate over safety and health issues. Supporters and opponents presented their views during the two days of hearings. Among the issues raised were the need for ocean incineration, the adequacy of environmental impact research, the adequacy of procedures designed to avoid a spill of hazardous materials at sea, and the safety relative to land incineration. Representatives of the waste management industry described the technology involved. Environmentalists argued that it jeopardizes public health and marine life. Additional statements submitted for the record follows the testimony of 18 witnesses.
