The US Environmental Protection Agency on September 22 proposed a national strategy that calls for major changes in the handling of the nation's growing volumes of solid waste. The strategy targets 25 percent of the waste stream for recycling and reduction over the next four years. The strategy proposes a number of initiatives under a five-point plan which calls for federal, state and local governments, citizens and industry to join together in a number of complementary steps to increase recycling and waste reduction and ensure the safety of landfills and incinerators. Highlights of the five point plan include: (1) promote recycling and source reduction; (2) provide for increased federal procurement of secondary materials; (3) make landfills and incinerators safer; (4) support national research efforts in waste management and (5) facilitate state and local planning.
