A phenomenological Lagrangian describing the interactions of the scalar and pseudoscalar meson nonets is obtained on the basis of the effective four-quark interaction model. This Lagrangian corresponds to a generalized sigma model. The Lagrangian contains mass terms which violate chiral invariance and correspond to quark masses m/sub u/not =m/sub d/not =m/sub s/. It is shown that because of spontaneous breakdown of the chiral symmetry the current quark masses in the effective quark Lagrangian are replaced by the constituent quark masses in the phenomenological meson Lagrangian. The current and constituent quark masses are estimated and the decays eta..-->..3..pi.. and eta'..-->..3..pi.. are studied.
