Comparisons among participants and nonparticipants in the Bonneville Power Administration residential weatherization pilot program

Between 1980 and 1982, the Bonneville Power Administration (BPA) operated a Residential Weatherization Pilot Program. The program offered free home energy audits and zero-interest loans to encourage installation of retrofit measures in electrically heated homes. The households that participated in the BPA program differed considerably from households eligible for the program that did not participate. Generally, participants had larger families, more education, higher incomes, and had fewer retrofit measures in place before the program started than did the nonparticipants. 5 references, 1 figure, 5 tables.
