Proposed gasoline and diesel fuel rationing contingency plan. Economic impact analysis

Title II of the 1975 Energy Policy and Conservation Act (PL 94-163) requires the development of fuel-contingency plans to meet any future oil embargo. Among other requirements, the Act mandated the Federal Energy Administration to: (1) establish a standby program for the rationing and ordering of priorities among classes of end users of gasoline and diesel fuel used in motor vehicles, and (2) assess, to the extent practicable, the economic impacts of the proposed FEA rationing plan. This report analyzes the various impacts of the proposed plan on the national economy, vital industrial sectors, states and regions, and competitive conditions based on the following scenario: (a) the baseline for the economic impact assessment is the projected economy in 1977 operating under an embargo causing a 12% reduction in available petroleum products; (b) based on small changes in refinery mix, shortages of 17% for motor gasoline and 8% for diesel fuel are experienced; (c) the mandatory allocation program is in full operation; (d) the embargo begins in the fourth quarter, 1976; and (e) rationing begins early in the first quarter of 1977 and extends through the second quarter of 1978.
