An apparatus for containing or collecting oil-soaked material in a body of water is described. The apparatus consists of an elongate buoyant boom having a foraminous skirt depending from it. An impervious shaped section is secured to the bottom of the foraminous skirt to react against water movement under the boom to maintain the lower skirt end depressed in the water. A spreader bar is used to maintain the top and bottom of the skirt spaced a predetermined distance apart. (3 claims)
