Authorization of the Department of Energy's conservation programs was considered by the subcommittee. Sen. Weicker pointed to testimony by Dr. Daniel Yergin, Harvard Univ., a year and a half earlier that a sound conservation program could reduce energy consumption by 5 million barrels of oil per day. The text of 5.1021:to authorize appropriations to the Department of Energy for civilian programs for fiscal year 1982 and fiscal year 1983, and for other purposes, is given. Chairman Weicker felt the essential question before the subcommittee hearing was what effect the proposed dismantling of our energy-conservation initiatives will have upon those members of our society least able to absorb the economic impact of free-market energy prices and raging inflation fired by soaring energy costs. It is noted that forecasts point to a decline in domestic oil production rather than an increase as believed by the present administration. Testimony was heared from expert witnesses, and pertinent supplemental materials and presented. (MCW)
