National land-use-policy legislation: a bibliography. [Review of Congressional actions]

Congress considered and failed to pass about 40 National Land Use policy bills between 1970 and 1975. This bibliography lists the literature associated with that legislation as well as selected related works. The government documents are compilations in themselves since legislators and witnesses often insert background material and statements of position into the legislative record. A review of the literature cited in this bibliography reveals that it emphasized federal funding for state planning more than national concepts and that it is slanted toward state planning and regulation rather than the resolution of national problems. The debate focused more on procedure than on ideology, and is limited to the specific bills. (DCK)
