EPA questions whether Clean Coal awards meet acid rain criteria

The US Environmental Protection Agency (EPA) has questioned whether the first round of awards under the Department of Energy's Clean Coal Technology program will provide any help in solving the acid rain problem. EPA evaluated the nine proposals selected for funding and compared the project characteristics to the criteria set forth in the US/Canada Special Envoy's report on acid rain (Lewis-Davis Criteria). The three basic criteria are: (1) is the technology suitable for retrofit on existing utility or industrial boilers; (2) is the removal efficiency greater than 70% (based on %SO/sub 2/ + 1/4 (%NO/sub x)); (3) does it cost less than flue gas desulfurization. According to the EPA evaluation only one project meets all three criteria; the eight remaining projects are only partially applicable to the Lewis-Davis report.
