Environmental regulations outlook for the 80's versus production industry growth

The impact of environmental regulation in the 1980s on production operations is discussed. Environmental legislation passed in the late 1970s will be promulgated into environmental regulations in the 1980s. A higher probability of impact is expected from regulation coming from legislation that is already on the books. There is enough legislation currently on the books, when interpreted into regulations by the Environmental Protection Agency, that could add billions of dollars to the cost of operation and slow, if not stop, development in certain areas of the U.S. The question discussed is, ''Can we be successful in preventing the promulgation of unnecessary environmental regulation.'' Two good examples of improved effectiveness are the impact being made with the proposed Underground Injection Control Regulation and the proposed Hazardous Waste Regulation.
