Pelican Port advances TDPA (Texas Deepwater Port Authority) given extension

The Galveston Wharves-Pelican Terminal Corp. project received a dredging permit from the U.S. Army Corps of Engineers, enabling the $350 million project that has been stalled due to concerns over fire and explosion hazards to proceed. The project involves dredging about 30 miles of channel to 50 feet, which will take about 2.5-3 years, and the construction of berths, tank storage, and connecting pipelines to handle light-laden VLCC's at Pelican Island near Galveston, Texas. Also, the U.S. Department of Transportation has extended to 11/15/80 TDPA's license for a crude oil terminal off Freeport, Texas, but will revoke the license unless TDPA signs binding commitments by then with potential users to ship a total of 1.4 million bbl/day through the port. TDPA will probably not be able to obtain commitments of this size. Some Freeport area refiners have been considering the construction of a 500,000-600,000 bbl/day facility as an alternative to the TDPA project. Pelican Terminal is trying to convince these refiners to use the facility it is developing.
