FERC says utility rates may reflect unbuilt plants

A Federal Energy Regulatory Commission (FERC) ruling that allows electric-utility wholesale rates to include half the value of construction work in progress (CWIP) will result in a 4% increase in retail rates of municipal and rural systems and an even higher rate for invester-owned utility systems. The ruling, which reverses existing policy, will affect state regulatory commissions. (DCK)
