Public bidders for energy-management-equipment contracts should consider the variety of state laws that exist in order to avoid delays and cost overruns. Private agencies must meet federal regulations even if they are exempt from the state laws. Lowest-bid requirements are the most-common disadvantage. Bidders should be aware of qualification and specification requirements in particular. (DCK)
