In excerpts from his speech to Canadian oil and gas executives at the Fourth Crossborder Seminar in Alberta, Netschert reassesses the world oil market and OPEC's future in light of the reversal of earlier predictions that the cartel's high price trends would endure. Forecasters now disagree on what will happen next, but Netschert sees the rate of growth in oil demand as the crucial factor in both the short and long term. He sees the crisis of a price war as having already passed, leaving economic recovery underway. The recovery will help to firm prices, but the pace of that firming will depend on the strength of the recovery. He stresses the importance of technical cooperation between the US and Canada and of the long-term prospects for discoveries and production in frontier areas. Saudi Arabia's price and production policies will be a major factor in how well OPEC avoids repeating the difficulties following the 1979 price increases. (DCK)
