Strategic Petroleum Reserve
The Energy Policy and Conservation Act (EPCA) authorizes creation of a Strategic Petroleum Reserve (SPR) consistent with a Plan developed by the Administrator of the Federal Energy Administration (FEA). Using the guidelines and discretionary authorities as stipulated in the EPCA, the FEA has developed a Plan to meet the SPR storage requirements within the guidelines of the Act. Final decisions on implementing the proposed plan will be made only after completion of the entire FEA review process, including the requirements of the National Environmental Policy Act of 1969. This final review process may result in decisions which would require changes in these plans. Changes in these plans would be submitted to Congress as Plan Amendments.
