This compilation of 61 significant energy laws produced by the 1978 legislatures of New York, New Jersey, New Hampshire, Delaware, Connecticut, Maine, Vermont, Massachusetts, Pennsylvania, and Rhode Island spotlights complex, interrelated phenomena of democratic societies. Emphasis is placed on a 21-bill package including a master energy plan and siting law passed by New York; New Jersey enacted a lifeline law and at the time of this publication is readying to pass a major siting law; Delaware created a new state energy office; New Hampshire adopted a time-of-day, time-of-use law; and Connecticut followed Maine (1976) and Vermont (1977) in adopting a bottle law.
