This bill allows the states of Indiana, Iowa, Michigan, Minnesota, Missouri, Ohio, and Wisconsin, as well as any other eligible states wishing to join, to form an interstate compact to handle low-level wastes. The purpose is to encourage regional cooperation in the handling and storage of low-level wastes as a way to coordinate movement and storage for safety and economic purposes. The compacts will also encourage states to reduce the amounts of low-level wastes they generate. The bill establishes a commission, with representatives from each member state, to manage the compact. It also outlines the rights and obligations of member states, how the compact will designate a host state for a facility, and examines other laws and regulations to determine that there is no conflict with existing laws or rules. The bill concludes with articles describing eligibility for membership and terms for withdrawing from or terminating the compact, penalties for violations, and congressional review.
