Part 3 of the series covers implementation of the Public Utility Regulatory Policies Act (PURPA) buyback rate-setting rules in 14 states (Massachusetts through North Carolina). The information includes the name of the state regulatory body, the status of implementation and rule-setting, current and proposed rates, and persons to contact for additional information. Final rules are in effect in most states, but there is a range of flexibility among state rules establishing rate determination and requirements for qualifying facilities and in the frequency of revisions.
