This paper discusses the details of a two-step procedure designed to compensate for the effect of distortions on the electric power sector. It examines the computation of basic marginal costs by direct use of appropriate shadow prices to correct for readily quantifiable market distortions, considering the adjustment of such basic marginal costs to reflect other social and economic constraints.
