Rules analyzed under phased decontrol, windfall profits tax

The operation of the phase decontrol of domestic crude oil prices as published by the US Department of Energy-Energy Regulatory Administration (DOE-ERA) and the crude oil windfall profits (excise) tax as agreed to by the House-Senate Conference Committee as of February 20, 1980, has been analyzed. Definitions of the various categories are detailed and diagrammed. The categories include stripper, newly discovered, marginal property, heavy oil, incremental tertiary, tertiary incentive, upper tier oil, and lower tier oil. The forecast crude oil prices net to the operator and before deduction of state gross production taxes are listed. Allowable credits against the tax are mentioned as depletion and gross production tax.
