Dr Sawhill, former head of the Federal Energy Administration reviews the present energy supply situation and proposes nine actions that could (1) minimize the supply and price disruption risks, and (2) allow a period for smooth transtion to other energy sources. The steps include oil and gas price decontrol; utility rate regulation reform; a increase in strategic oil stockpiles; techniques for coping with supply problems; deveopment of Mexican and Canadian oil and gas as part of a Western Hemisphere energy policy; ways to resolve energy-related environmental and economic problems; provide support to less-developed countries for energy supply development; and a reordering of research and development priorities.
