Growing acceptance, increased utility spending

Traditionally, electric utilities responded to increased power consumption by building new generating plants. However, rising fuel costs and concerns about the environmental have created more focus on energy conservation. From this concern sprang the concept of demand-side management (DSM)-postponing the need for new generating capacity by reducing the amount of electricity required to accomplish a given task in homes and industry. Utilities focus DSM efforts through various programs that typically concentrate on a single technology-such as lighting, heating/cooling, and motors. Utilities usually subsidize the programs to encourage the adoption of energy-saving measures that might be less attractive because of the high initial capital expenditures.
