We present a counterexample to the conjecture that the 't Hooft indices for composite models satisfying complementarity are bounded in magnitude by 1. The model is based on the metacolor group SU(9)/sub MC/ with two preons in the representation 36 and two preons in the representation 126-bar. We obtain the 't Hooft index 12 for this model.
