Failure seen for US synfuels plan

A 13 member advisory board headed by G. Decker (Kaiser Aluminum Chem. Corp.) in its report to the US House of Representatives science and technology committee criticized the proposed Energy Mobilization Board in that the maximum allowable two-year permitting delay under the bill in permitting new synthetic fuel plants would likely become the norm; criticized the US Department of Energy's demonstration plant program for poor management; and concluded that the US Government's plan to build a 1.75 million bbl/day synthetic fuels industry by 1990 will fail, since the economic incentives for industry are inadequate. The current status of Exxon Research and Engineering Co.'s donor solvent process pilot plant near Baytown, Texas, Ashland Oil Co.'s H-Coal liquefaction pilot plant at Catlettsburrg, Ky., Texaco Inc.'s and Southern California Edison Co.'s coal-gasification demonstration plant near Daggett, California, and Pittsburg and Midway Coal Minina Co.'s SRC-II (solvent refined coal) plant near Morgantown, West Virginia are discussed.
