Economic incentives and disincentives for recycling of municipal solid waste
The purpose of the study is to identify and analyze various Federal government policies that may discourage or act as disincentives to the recycling of materials from municipal solid waste. The study primarily evaluates economic policies, but also examines tax policies and their potential effectiveness in reducing or eliminating the barriers to recycling. The report is prepared as an internal document to be used by the Congress of the United States, Office of Technology Assessment (OTA) in their assessment of municipal solid waste. The report organization follows the scope of work as defined by OTA: Chapter 1 - Federal Subsidies for Virgin Materials; Chapter 2 - Federal Subsidies for Recycled Materials; Chapter 3 - Federal Subsidies for Alternative Energy Sources; and Chapter 4 - State Tax Incentives.
