A nine-Part collection of 53 essays treats nine major issues confronting the public utility industry: Part I considers the changing patterns of Federal-state relations in energy regulation. Part II evaluates three aspects of new pricing practices in electricity. Part III focuses on one of the problems stemming from the growth of competitive and network access pricing in telecommunications. Part IV examines costing methodologies for time-differentiated rates. Part V considers the impact of new technology on public-utility industries in terms of the diffusion or spread of innovations and the interdependence among technological change, depreciation rates, and future uncertainty. Part VI discusses rate of return and regulatory oversight models, focusing on the capital and pricing model and the discounted-cash-flow model and on the application of forecasting tools to the regulatory process. Part VII focuses on new issues in telecommunications regulation, the interrelationship between growing competition on one hand and the price of local exchange service, the future role of the Federal Communications Commission, and the rationale for state regulations on the other. Part VIII treats new issues in gas regulation, and Part IX examines public-policy implications of introducing incentives and efficiency criteria into regulation. 331 references, 45 figures, 42 tables.
