The Strategy Development Tool (SDT) is a prototype decision support system component that facilitates emissions inventory analysis and the development of urban-scale oxidant control strategies. The SDT provides a graphical display in which emissions sources are depicted on a map. Source icons may be sized and colored to reflect various source characteristics including control costs and emissions. Detailed information about each source can be displayed, such as potential control techniques and their associated costs. Through selection of control techniques for individual sources or industries, air quality strategies may be constructed. Strategies are tested with a built-in air quality model, EKMA, or exported for use in more complex oxidant models, such as UAM. To assist in the strategy design process, a genetic algorithm optimization model may be used to generate low cost, benchmark strategies. This paper provides an overview of the SDT`s capabilities.
