Title: Review and update of the municipal solid waste landfills section of Chapter 2, AP-42

Under contract to the US Environmental Protection Agency`s (EPA`s) Emission Factors and Inventory Group (EFIG), E.H. Pechan & Associates, Inc. (Pechan) recently performed a review and update of AP-42 Section 2.4 on municipal solid waste (MSW) landfills. This review and update involved the review of data from over 90 source test reports on landfill gas (LFG) constituents and emissions from LFG control (i.e., flares) and utilization equipment (e.g., reciprocating internal combustion engines, turbines, and boilers). The source test data included the original AP-42 data set plus over 40 new source tests gathered by EPA during the last two years. Default concentrations for such LFG constituents as nonmethane organic compounds (NMOC), volatile organic compounds (VOC), and approximately 40 hazardous air pollutants (HAPs), greenhouse gases, or stratospheric ozone depleters were revised or developed following a statistical analysis of the data. The statistical analysis also provided new or revised emission factors for carbon monoxide (CO) and oxides of nitrogen (NO{sub x}) for LFG control and utilization equipment. Control efficiencies for the combustion of the organic constituents were also revised. Finally, mass balance methods were added to the revised AP-42 section for the estimation of carbon dioxide (CO{sub 2}), methane, and sulfur dioxide (SO{sub 2}) emissions. The release of the revised default concentrations and emission factors are timely in light of the finalization of the New Source Performance Standard (NSPS) and Emissions Guideline Regulation for MSW landfills and state and local agency efforts to incorporate VOC emission reduction estimates into their ozone attainment planning.
