Regulation of solid wastes from coal-gasification and -liquefaction facilities: an analysis of Federal and selected state hazardous-waste management programs under RCRA
The most recent developments in Federal and State hazardous and solid-waste management programs are described with emphasis on the impact of these programs on coal-gasification and liquefaction facilities. The Resource Conservation and Recovery Act of 1976 (RCRA) calls for development and implementation of State solid waste management programs based upon minimum standards set by the Environmental Protection Agency (EPA). Many of these Federal regulations are not yet final, and the delay has caused some States to suspend development of their programs or to proceed without guidance from EPA. In addition, new coal gasification and liquefaction facilities have had to develop plans for disposal of their solid wastes while Federal and State regulations continue to evolve.
