Title: Development of a regional modeling emissions inventory for the State of Texas

The State of Texas has prepared photochemical modeling inputs for a domain including Houston, Galveston, Port Arthur, and vicinity (i.e., the COAST domain). However, transport of ozone and precursors from upwind areas, or large-scale recirculation of emissions from the COAST domain, may significantly influence ozone formation in the COAST domain. Thus, the State of Texas sponsored a study to develop regional-scale photochemical modeling inputs encompassing most of the Gulf States and their neighbors so that boundary conditions (i.e., transported pollutants) for the COAST domain could be defined through regional modeling. This paper describes how the regional, 8-state emissions inventory was developed to support regional photochemical modeling for a 28-day period. The primary source of baseline emissions data was the Ozone Transport Assessment Group (OTAG) 1990 emissions database. Emission sources in the Gulf of Mexico not in the OTAG database, such as oil production sources and their associated support vessels, were added to the inventory. The OTAG county-level, stationary and mobile source data were processed to the regional-scale domain grid structure, and the new off-shore emission estimates added. Improvements were made to the emission inventory processing to handle 28 episode days for 8 states. In brief, day specific emissions modeling was performed for biogenic and mobile source emissions whereas point and area sources were only differentiated by the day of week and otherwise assumed constant over the 28-day period. To greatly expedite the emission processing, the mobile source categories were reduced significantly by grouping categories that used the same data for chemical speciation and spatial allocation. This resulted in a sixfold increase in the speed by which mobile-source inventories were processed. The results of the emissions inventory preparation are shown for the entire domain illustrating spatial variation of emissions by source category.
