The effect of MACT on the industry surrounding the burners

The economic impacts of the proposed HWC MACT reach far beyond the direct cost impacts on the facilities that burn hazardous wastes. Focusing on the industry surrounding cement kilns that burn hazardous wastes for energy recovery, Safety-Kleen examined the impacts on small businesses, generators of small volumes, and the fuel blending and recycling industries. Safety-Kleen found that the proposed regulation will generate a domino effect of cost impacts that reaches back to the initial generator of the waste, and that will have a disproportionately high effect on small businesses and small volume generators. The economics will drive small businesses, particularly those categorized as CESQGs, towards unintended behaviors, such as use of less environmentally protective waste management alternatives. It will also reduce the size of the fuel blending industry, with small, undiversified fuel blenders facing the most significant negative impacts. 3 refs.
