Report on results of audit related to charges for wholesale electric service by Public Service Company of New Hampshire under fuel-adjustment clause filed with the Federal Power Commission

The audit shows that the operation of the wholesale fuel-adjustment clause was in accordance with FPC Opinion No. 720 with the exception of charges for the cost of coal for the Merrimack Generating Station prior to the effective date of the FAC. The Company's procedure, which has the concurrence of the Public Utilities Commission of New Hampshire for retail FAC purposes, of amortizing the related ineligible costs as a credit against current fuel costs over a 12-month period (September 1975--August 1976) is a reasonable method for correcting related FAC overbillings to wholesale customers. The staff concluded that procurement policies and underlying fossil fuel costs were adequate to insure that fuel costs were prudently incurred.
