This survey covers natural gas retail rate orders issued between September 1, 1993, and August 31, 1994. The survey tabulates rates of return on common equity (ROE) as approved by state public utility commissions in major gas rate orders, but also includes some cases in which rate of return was not directly at issue, or where a rate adjustment resulted from a settlement agreement. However, information from second-step rate adjustment proceedings is not included if the underlying orders were represented in last year`s survey.
