Title: Safety and health: 1981 in perspective

This paper deals with a number of regulatory, legislative issues related to safety and health with particular reference to the American Mining Congress (AMC). The chief issues AMC were involved in included the Mine Safety and Health Administration's (MSHA) Standards for self-contained self-rescuers, MSHA's enforcement policy regarding significant and substantial violation of safety and health, standards governing mine rescue teams, and a review of civil penalty regulations. The paper also discusses the Mine Safety and Health Reform Act of 1981, MSHA appropriations, AMC's part in legislative amendments to the black lung programme, and coal respirable dust standards.
