The Subcommittee on Environment, Energy, and Natural Resources reviewed the AML fund and its fees collection procedures. The AML fund is expected to collect $3 billion through 1992 when it will cease under the current law. These funds will be used to reclaim land and water resources adversely affected by coal mining prior to 1977. Fees are paid by coal operators based upon production figures supplied by these same coal operators. Since $3 billion will finance only about 10% of the reclamation sites, the subcommittee is concerned with possible unreported fees, and examined unreported debt, the effectiveness of efforts to identify unreported debt, and the success of efforts to correct problems in the reporting system.
