The Energy Security Act of 1980 established a program to provide financial assistance to private industry in the construction and operation of commercial-scale synthetic-fuels plants. The Parachute Creek Shale Oil Program is one of four projects awarded financial assistance. The support agreement included development of an Environmental Monitoring Plan, incorporating existing compliance monitoring and supplemental monitoring on water, air, solid waste, worker health and safety, and socio-economic impacts during the period 1986-1993. Phase I of this project is to produce 10,000 barrels per day of syncrude from oil shale, using the Unishale B process. Regulatory activities, preparation of standard operating procedures and quality assurance/quality control manuals, and development of audit plans are described in the report. Preparations for source monitoring and data management are also discussed.
