Small businesses, agricultural enterprises, and communities can develop decentralized energy sources and reduce their dependence on large-scale energy distribution systems that are vulnerable to natural or manmade disruptions. Hunter and Amory Lovins report on their study which was the basis for a book, Brittle Power: Energy Strategy for National Security. A second panel was made up of Herman Director of the National Small Business Association, who noted that small businesses are not represented in times of national emergency decision making when fuel and resource allocation regulations are set, and David Pomerantz of the International City Management Association, who described efforts at the community level to manage energy supplies.
