Energy-management programs in school districts of the Great Lakes Region: a study and model

The purpose of this descriptive study was to develop an energy-management model by identifying the practices and procedures presently utilized in school districts and those which ideally should be utilized in an energy-management program. The study consisted of three phases. First, energy-management literature and related literature were reviewed to initially identify practices and procedures characteristic of existing energy-management programs. From the literature, the survey instrument was developed for the second phase to ascertain actual practices and recommended ideal practices in the Great Lakes Region (Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania, and Wisconsin). To obtain the school districts for the sample, the state agency responsible for school energy management in each state was asked to recommend districts with comprehensive energy-management programs. Of the 122 districts identified by the agencies, 97 responded to the questionnaire for an 80 percent return. The third and final phase was the development of the energy-management model from the survey responses on existing and ideal programs and from the findings from the review of the literature. After the model was constructed, it was reviewed by a panel of experts and then finalized.
